Important Purchase Order Legal Requirements
- No contractor or subcontractor may be listed on a bid proposal for a public works projects (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
- No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
- Public works projects are subject to compliance monitoring and enforcement by the Department of Industrial Relations.
*IMPORTANT* PUBLIC WORKS CONTRACTOR REGISTRATION PROGRAM Senate Bill 854 established a mandatory public works contractor registration program. All contractors and subcontractors intending to bid or perform work on public works projects will be required to register and pay an annual fee to The Department of Industrial Relations (DIR). Only registered contractors and subcontractors will be allowed to perform work on a public works project as of April 1, 2015. Please see the memo below entitled SB 854 for more information.
**Note, the contractor registration to comply with SB 854 is separate from the contractor registration to be included on the District's list of qualified bidders. The Bonsall Unified School District has elected to become subject to the California Uniform Public Construction Cost Accounting Procedures. The District is inviting all licensed contractors to submit information for inclusion on the District’s list of qualified bidders for the upcoming calendar year.
