State Education Code and Bonsall USD Administrative Regulation

In accordance with Ed Code 46600, the Bonsall USD AR 5117, adopted by the Board of Trustees on February 13, 2019, states the agreement and the regulations it shall abide by in issuing a permit for a student's attendance outside the district of residence for Bonsall Unified School District. 

 

District Notifications

Any written notice to parents regarding a school district’s decision on a request for interdistrict transfer shall conform to the translation requirements of Section 48985 and may be provided using any of the following methods: (1) Regular mail, (2) Electronic format, if the parent provides an email address, (3) By any other method normally used to communicate with parents in writing.

 

Application Process

The BUSD shall accept the Application for Interdistrict Attendance Permit for the 2019-2020 school year beginning January 1, 2019 for incoming and outgoing applications. 

 

All applications must originate from the District of Residence.

 

For Bonsall Residents, the application for the Interdistrict Attendance Permit are available at the Superintendent's D.O. Office by the District Receptionist or can be downloaded below.

 

While an application is pending, the student must attend school in the district of residence, a charter school, a private school, or other option complying with the California compulsory education requirements. 

 

Priority List Process

Conditions are subject to change on an annual basis based on BUSD's availability for enrollment

Pertaining to applications for the 2019-2020 School Year: applications received between Jan 1 and March 30, with fully attached additional documentation, will be placed on a priority list.  Applications on the priority list do not guarantee approval.  Each request will be processed on an individual by individual basis taking the student's educational needs into the highest consideration while examining the district's enrollment and availability.

 

Request for Entering BUSD

Interdistrict Attendance Permit requests in to the BUSD must originate with a release from their school district of residence.

 

Please attach to the Application for Interdistrict Attendance Permit: verification of attendance, transcripts, and discipline reports from the district the student is currently attending.

 

Families with a current sibling attending the BUSD must attach verification of the sibling’s registration.

 

Permits will be reviewed annually and may be revoked if a student does not maintain satisfactory behavior, academics, or attendance.

 

Request for Exiting BUSD

Interdistrict Attendance Permit requests out of the BUSD must originate with a release from the BUSD.

 

Families with a sibling attending a school outside of the BUSD must attach a verification of the sibling’s registration with the school of choice.

 

Requests due to Specialized Programs and Personal & Social Adjustment requires a Guidance Meeting with a BUSD administrator as part of the supplemental documentation needed to support the rationale for the release from the BUSD.

 

All other reasons shall be accompanied by supplemental documentation as outlined in the BUSD's AR 5117.  For more information on additional documents needed, please contact Tasha Vadnais at (760) 631-5200 x1000.

 

Timeline

Requests submitted for the current school year (2018-2019), the district shall respond within 30 days of the submitted request.

 

Applications received between Jan 1 and Mar 30, IDT request for admittance or release for the following school year (2019-2020),  will be placed on priority status.  The BUSD shall notify parents of their decision as soon as possible, but no later than 14 days after the start of the subsequent school year [Ed Code 46600.2 (B)].  Priority list timeline may change on an annual basis, based on the district's forecasted enrollment for the subsequent year.

 

Applications received after March 30, IDT request for admittance or release for the following school year (2019-2020), will be placed on pending status until actual district enrollment numbers are available.  Again, parents shall be notified as soon as possible, but no later than 14 days after the start of the subsequent school year [Ed Code 46600.2 (B)].

 

Appeals

Please note that the process of Interdistrict Attendance permit requests applies to all districts within San Diego County. As such, it is required that the student making such a request be enrolled in and attend school in the district of residence, a charter school, a private school, or other option complying with California compulsory education requirements pending a determination. For this reason your student must be enrolled in his/her district of residence, or other compliant option, and ensure his attendance there pending a final determination.

 

Upon your receipt of the denial notice, the parent/guardian may appeal the decision in writing to the Director of Student Services within five (5) calendar days of the postmarked date to appeal the decision.

The Director of Student Services will provide a written notice of a meeting with the Interdistrict Transfer Committee within ten (10) calendar days of your written appeal request.

 

If the Interdistrict Transfer Committee's decision is not to overturn the denial, the Superintendent shall notify the parent/guardian within 10 calendar days of the process for appeal to the County Board of Education as specified in Education Code 46601.

Permiso para Asistencia Interdistrital

Información para Padres

De acuerdo con el Código de Educación 46600, AR 5117 establece el acuerdo y las regulaciones con los distritos escolares del Condado de San Diego y pueden establecer acuerdos para translados entre distritos para conceder un intercambio de estudiantes y permitir que estudiantes se matriculen en distritos diferentes a los de su residencia.


El Distrito Escolar Unificado de Bonsall aceptará la Solicitud de Permiso para Asistencia Interdistrital para el año escolar 2019-2020 que comienza el 1 de Enero de 2019 para solicitudes entrantes y salientes.


Todas las solicitudes deben originarse en el Distrito de residencia.


Para los residentes de Bonsall, la solicitud para el Permiso de Asistencia Interdistrital está disponible en el Departamento de Servicios Estudiantiles, Cuarto 6.


Mientras una solicitud está pendiente, el estudiante debe asistir a la escuela en el distrito de residencia, una escuela chárter, una escuela privada, u otra opción que cumpla con los requisitos de educación obligatoria de California.


Solicitud de Entrada para el Distrito Escolar Unificado de Bonsall

Adjunte a la Solicitud de Permiso de Asistencia Interdistrital: verificación de asistencia, transcripciones e informes de disciplina del distrito al que asiste actualmente el estudiante.  


Las familias con un hermano que asiste a una escuela fuera del BUSD deben adjuntar una verificación de la inscripción del hermano a la escuela de su elección.


Los permisos serán revisados anualmente y pueden ser revocados si un estudiante no mantiene un comportamiento satisfactorio, académicos o asistencia.  

 

Solicitud de Salida de BUSD

El Departamento de Servicios Estudiantiles seguirá la Política de la Junta BUSD como se describe en AR5117 y les proporcionará a los padres una notificación escrita de aprobación o denegación.


Las familias con un(a) hermano/hermana que asiste a una escuela fuera del BUSD deben adjuntar una verificación de la inscripción del hermano a la escuela de su elección.

 

La Cronología

Para las solicitudes durante el año escolar, el distrito deberá responder dentro de los 30 días.

 

Appeals/ Apelaciones

Si se deniega una solicitud de Permiso de Asistencia Interdistrital, los Padres/Tutores pueden apelar la decisión dentro de los 5 días calendario con El Director de Servicios Estudiantiles. El Director de Servicios Estudiantiles proporciona una decisión por escrito dentro 10 días calendario de su solicitud de apelación.
